Purpose

Establishes the mandatory business rules that guide product behavior, data handling, workflow design, and Provider operations.

Core Requirements

Source of Truth

The production database and approved Provider configuration are the authoritative source for operational records.

No Cross-Provider Access

Users may only view or change records within their authorized Provider scope unless an approved, time-limited support session is active.

No Silent Data Changes

Material changes to PHI, schedules, visits, billing, payroll, or authorization data must be attributable to a user, time, reason, and audit event.

Effective-Dated Configuration

Rates, service codes, tax settings, and other time-sensitive rules should preserve historical accuracy through effective dates.

No Duplicate Operational Time

Office time, DSP visit time, payroll time, and billing time must be reconciled to prevent duplicate compensation or duplicate billing.
